Imported archive content currently receives today's date when staff publish it. This adds a shared EN/FR confirmation to keep the original publication date or use the new publication date across articles/newsletters, retirements, Last Posts, events, and comments.

The choice also survives scheduled publication and controls display/chronological ordering; audit timestamps still record the actual staff action. Missing original dates are clearly identified, including comments that were never approved in WordPress. The existing pilot needs no reimport.

Validation: runtime/syntax/lint checks, 18 focused unit/contract tests, and 11 integration tests passed, including permissions, cancellation, scheduling, and newsletter ordering. No live data changes or deployment performed.
